Could this not happen please…

"The current approach to the protection and conservation of species at risk is complicated, takes too long to complete, and causes unnecessary delays and costs for housing, transit, and critical infrastructure. This proposal introduces a new approach." - This is called: avoiding the problem because it requires too much thinking and would require actual work. Our endangered and threatened species need more protection, not less. This is not going to fix the problem and will come back to haunt us when the natural environment that makes it worth living here is built over and destroyed.

Is there going to be enough support AT THE BEGINNING to uphold this proposal? Volunteer initiatives that are going to work? Throughout the entire province? This seems very much set up for failure - expecting volunteers who have their own jobs to do another full-time job to protect the environment. Are there people that are actually going to enforce these additional permits and the regulations proposed?

This is not a good proposal and is like putting a bandaid on a severed arm.
