The ESA exists for a reason. Removing this step seems incredibly counter productive and opens the gates for more damage to species at risk and their habitats. There is no aspects indicating how the developers will be credible for protection or compensation of the habitats they will be destroying. Where is the advocating for the environment? The commitments to our future? This just allows developing. Where as it should allow natural and environmental growth which is critical to human existence.
