I oppose this bill because there are too many habitats and green spaces at risk from developers who bill out safety and containment to the lowest bidder. Then when they fail and cause irreparable damage, they close up and run, leaving the taxpayers to foot the bill for cleaning. Then because the endangered animal or plant has been wiped out by this disaster, the next company can come in and develop it free and clear
