My greatest concerns with this proposal are:
1) That proponents may begin as soon as they are registered rather than await permits. This creates an "ask for forgiveness rather than permission" process. Proponents are not known for their engagement with the honour system.
2) That the government has the ability to add or remove species from the endangered and at risk lists. This is a conflict of interest, an independent governing body should maintain full control of those designations.
3) That the province of Ontario has failed us in regards to the environmental impacts of gravel pits.
