Building on land that has environmental protections SHOULD have a lengthy and thorough process to ensure minimal harm is done to those specific animals and plants that are being protected.
If you are truly looking for ways to build housing, focus on densifying cities. Build more mid-size buildings like multiplexes or create a housing program for developers that promotes affordable housing units.
