Modernization ? How about making people learn some basic information like...there are rules, instead of just handing out licenses like candy to children. Modernization sounds like it's making things even easier than they are. The opposite of whats really needed. Obtaining a license needs to be harder not easier. A test or study guide such as whats needed to get a boat card that requires people to actually complete a section before moving on.
