I am writing to express my deep concern regarding the proposed interim changes to the Endangered Species Act, 2007, and the introduction of the Species Conservation Act, 2025, as outlined in ERO number 025-0380. While I acknowledge the government's intent to streamline processes for housing, transit, and infrastructure projects, I believe these changes pose significant risks to Ontario's biodiversity and environmental integrity.
The proposed shift to a "registration-first" approach, allowing proponents to commence activities immediately after registration, undermines the precautionary principle that has been central to species protection. This change reduces the opportunity for thorough environmental assessments and public consultations, potentially leading to irreversible harm to vulnerable species and their habitats.
Weakened Habitat Protections
Redefining "habitat" narrowly to specific dwelling places, such as dens or nests, fails to consider the broader ecosystems essential for species' survival. Many species rely on extensive habitats for foraging, migration, and other life processes. Limiting the definition could result in the degradation of critical ecosystems that support not only endangered species but also the overall environmental health of our province.
Granting the government discretion to add or remove species from the protected list, even when scientific assessments by the Committee on the Status of Species at Risk in Ontario (COSSARO) indicate otherwise, politicizes what should be a science-driven process. This could lead to inconsistent protections and undermine public trust in environmental governance.
By removing the term "harass" from species protections and altering enforcement mechanisms, the proposed changes may inadvertently permit activities that disturb species during sensitive periods, such as breeding or migration. This relaxation of protections could exacerbate the decline of already vulnerable populations.
Ontario's natural heritage is a priceless asset that requires vigilant protection. While economic development is important, it should not come at the expense of our province's biodiversity. I urge you to oppose the proposed changes to the Endangered Species Act and advocate for policies that balance development with robust environmental stewardship.
