Houses and other infrastructure shouldn't be built in such a way that endangers already endangered species. Even if the process is complicated, it is worth the protection of the planet and its inhabitants. everything should be done properly no matter how long it takes. There are abandoned malls that could be turned into housing, and empty land that could be used without taking away what few ecosystems we have.
Even if the land that must be used has thriving ecosystems, there must be a way to build what needs to be built without harming the already precious few animals left.
(All animals should be safetly relocated and all plants should be regrown elsewhere) (Whatever's built should also incorporate as much of the previous lands plants/ecosystem as possible)
