This is an interesting concept. However you must take it to account the lack of cell coverage in a majority of hunting areas. This would prohibit hunters from timely registration of their tags after harvesting an animal. For example, a hunter shoots a moose. No cell coverage. He drives out to find cell coverage leaving his animal in the bush untagged. What would the C.O.,s do?
