I object to the proposed change to allow most proponents to begin an activity immediately after registering. This does not allow any time for review of the registrations and it may be too late to rectify damage done. This approach also weakens the need to register in the first place, and could give the impression nothing will happen, or will happen too late to change anything, if proponents choose not to register at all.
