The original ECA document should be linked in any decision making process, given that reference is being made to the site's original use intent.
Any expansion to a landfill site, or development of a new landfill site must be paired with rigorous waste reduction / diversion efforts. Organic waste needs to be eliminated in landfills, Construction and Demolition waste needs to be diverted, sorted, and reused/repurposed. Landfills cannot be the sole solution or the sole focus.
