not doing your due diligence wrt environmental scan for new resource development is a terrible idea.
not only may you incur massive future costs but in all probability the indigenous tribes in the area are liable to hold you up in court for years... and thus slow things down rather than make them fast... additionally having a law which says the law does not apply when we don't want it to actually means there is no rule of law and thus you risk chaos in the future as this sets a precedent for this kind of behaviour.. as Trump has done.
