Dear Minister,
How many giveaways to developers are you going to offer? Your current pieces of legislation have thrown Ottawa’s Official Plan process out of whack. Planners are trying to judge what is appropriate, but tend to default to the highest latitudes for developers and throwing residents under the bus.
However, your proposal for Bill 17 to allow variations to zoning by-laws (ZBL) to be permitted “as-of-right” if a proposal is within 10% of setback requirements applicable to specified lands.” Is by far one of the most ridiculous proposals favouring developers I have seen yet
That means that any ZBL is meaningless, as all developers will take advantage of this immediately to the detriment of existing home-owners. Therefore, every ZBL will just have to increase set-back requirements to account for this. This is just too disturbing.
Allow the regulatory processes to work. If a minor variance is required, then developers should not hesitate to go through a process to prove it. if not, then they can build to the already permissive ZBL being developed to build too much density everywhere.
