I have no issues with this modernization approach, I feel it could improve many aspects of the entire licensing system. My only comment or area of concern is the paper tags. I likely would still choose to use a paper tag because then it could be easily left with the animal in situations where I could not be present and if I were to lose my phone or have a dead battery it would still be available. My issue with the paper tag is their durability. We utilize protective pouches and zip ties to secure them to the animals currently but at times water is still able to infiltrate the pouch and render the tag unreadable. I would suggest that if one chose a paper tag option that it be printed on a water proof material and mailed to the tag holder. This is especially important for deer and moose I feel.
