Problems I see with going Digital,
I deal in paper and support Canada Post so you can just send the notifications via Canada Post the same as in the past! The date on my notification of this EBR leaves much to be desired. It would help if you actually put the letters written in the mail system the same day! The date of writing my letter was May 13th. It arrived June 10th. That's 20 working days or 29 calendar days! Even with my poor leg I could have walked to Peterborough in that ridiculous amount of time. Only 457km! Cell phone service and internet does not work well where I live. Most places that I hunt have NO CELL service at all.
While not part of your modernization I would like this addressed as well. Why with prices like $240.81 for bear and deer, and $479.86 for moose + taxes for non-residents can you not include a Ontario Hunting Regulations Summary at your cost of under $1.00. It was 37 cents last time I checked. Rather the MNR staff simply say well it's available on line! DUH non of my tree stands have any durn internet! I don't live in the GTA or even Peterborough I live west of Sudbury where there is next to no internet and almost no cell phone service!
Storing all that info on your phone is just an accident waiting to happen! What about hackers, theives and identity theft? Paper documents are much simpler and more practical. Why does some folks from the city want to go "paperless" This Great Country was built on trapping and logging. Why not support the local papermills? Do you wish them all to close so that we would have to write any notes we have on tolit paper? I just don't understand folks from the city!
As far as my hunters go (and I have been at this outfitting buisness for over 50 years now) I tell them flat out before the hunt commences leave you phone in your pickup or else you don't hunt with me! Thats it plain and simple. Besides the moment required to use a phone that could easily spook a bear, deer or moose, my bigger concern is all the noise that the phone makes. Even on your so called silent mode the phone emits a signal and receives a signal that while perhaps the average person may not hear BUT the wildlife sure can! If you are old enough you can remember when the "SILENT DOG WHISTLES" were very poplar. The average human could not hear it but the old hound sure could. The so called "SMART PHONE" has no place at all in my world. I do carry a cell phone for emergency and turn it on if needed and then most times find out there is no service in the area that I am in.
If you have to transcribe all the info from your smart phone to a makeshift paper tag to put on the harvested animal to put in the freezer prior to checking out from the lodge where is the savings? You are actually putting the hunter more at risk of being charged by a CO than not.
You also say that you can put the VC's for bear digitally on the phone. That complicates things even more. I have 8 WMU's to list on my VC's and what about the signatures of the client as well as the issuer? It would just create havoc for all the users.
Did you know that the Department of Lands and Forests (forerunner to the MNR) had a bounty on bears from 1942 until 1961 and they paid out over $140,000.00 back then when a dollar could still buy something!
I was an Outfitter when they first came out with the BMA's and fought to get my proper areas. Went thru the spring hunt closure when the tree huggers won for a bit. From 1999 till 2014 - 2015 when it opened in a few select spots then full opening in 2016 with restricted VC's not by science but by who comlained the loudest! I am certainly not a "happy camper" and I sincerly hope that more common sense will prevail.
