The change in responsibility for the beaches MUST come with the requirement to keep not only the beach area, but significant amounts of access point areas Public. Last year, walking access roads to local beaches that had been used by the public for years became marked as Private. If buildings and harbours are built and beach access- with access to washroom facilities - is limited to pinch-access points, the 'public value' of the beach is lost.
