Any land removed from a provincial park or conservation reserve should be subject to an environmental assessment, and compensation should be provided similar to the federal Fisheries Act which ensures that when habitat loss is unavoidable, the "no net loss" policy requires offsetting, which can involve creating or restoring similar habitats nearby or on-site. I would suggest that the Ontario government always avoid removing land from protected areas, but when it is impossible that compensation is mandatory.
