This is a fantastic proposal! Especially the part to include rock climbing as a permitted use. Rock climbing is a excellent recreation activity for both one's physical and mental health. Climbers show great respect for the outdoor areas they use, and they support the local infrastructure (i.e. restaurants) while doing so.
