Ministry reference number7675-DGXHSN amendment to A100318 GFL Environment.
This facilty is in a area with the Braneida Stormwater Management directly behind, which must be considered with any activites at this facility. The proposed amendment is to include wastes from the USA, which would be imported threw the permitting area. I beleive this would create the issue of traffic congestion in the area and an exceedance in the volumes that the facility is permitted to accept on a daily bases. The statement item 45 allowing Chlorinated solvents blended at this faciltiy and being transported from the Site to Holcim is exempt from Part V. but does not specify if these wastes must be only characteric wastes or if these blended wastes include listed waste. If listed wastes are being allowed in the solvent mix this is troubling and i think needs further analysis as it is in conradiction of the regulates which specifes the desposal methos of listed wastes. there is mention on the Ministry website of a 200 square meters building that will be used for processing both hazardous and nonhazrdous wastes with cleaning. Given the levels indicated by the Underling constutents in schedual 6, it is unclear how compliance can be acheived, further it is distrubing to note the listing of sodium sulfide and slag from steel making ( no doubt EAF dust a listed waste) as solidifcation materials. The addition of tanks 6,000 litres each, for the consolidation and processing of inorganic and organic oxidizer waste should be carefully viewed specifically organic oxidizers have a sefl accellerating decompizition temperature reached by contamination. This should require a review of the staffing knowledge competency.
