Opposition to ECA for Stoney Creek Facility (ERO #025-1000)
I oppose the proposed Environmental Compliance Approval (ECA) for the Stoney Creek facility (ERO #025-1000).
For years, residents have endured persistent, harmful odours from this site, causing nausea, respiratory irritation, and loss of basic quality of life. Since September 2025, children waiting for school buses, seniors, and families outdoors have been particularly impacted, underscoring the ongoing public health risk.
The ECA proposal is deficient in three critical areas:
Odour Control – Existing measures remain ineffective.
Transparency – Complaint responses are dismissive, with no direct engagement.
Community Engagement – Residents are excluded from oversight and real-time consultation.
Equally troubling is the absence of meaningful political advocacy or support for affected residents. Despite repeated concerns, no action has been taken to properly investigate, engage with the community, or provide representation. This neglect represents a dereliction of duty, undermining public trust and accountability.
Allowing these conditions to continue risks constituting negligence, a breach of duty of care, and violation of Section 7 of the Canadian Charter of Rights and Freedoms (security of the person).
I strongly urge the Ministry to require:
Continuous, real-time air monitoring on all site boundaries;
Public reporting of emissions data;
Enforceable odour and emission controls with penalties for violations;
Mandatory community consultation mechanisms.
Approval without these safeguards would represent a failure of environmental governance and public responsibility.
