Well, this is just as bad as the euphastically entitled proposals in the United States. I could make a whole lot of points based on the science and law but it seems that they are generally ignored because of the underlying political process. Having been a former Sea Grant fellow at NOAA (with an ms in marine science and policy and a law degree), it is appalling to note that agencies would still willfully ignore the facts. Species numbers are plummeting world wide whether it be to habitat destruction, over hunting/harvesting, lack of protective laws and regulations or other factors, this fact does not seem to sway the agencies entrusted with public trust resources. Endangered species protections need to be strengthened not weakened, and any move you make to weaken these laws are unconscionable tragedies. Please don't allow economic giveaways to developers or other human concentric needs to override the crisis facing most species, not just those deemed at risk. We've made it almost impossible for other species and biodiversity to thrive, do something right for a change.
