I am firmly opposed to the proposed changes to the Endangered Species Act, 2007, and to the newly introduced Species Conservation Act. I also strongly oppose Bill 5.

These changes disregard scientific evidence and prioritize shortcuts for developers, infrastructure projects, and spatial planning—at the expense of species at risk and their habitats. The proposed legislation undermines the role of science and expert consultation, particularly through the Committee on the Status of Species at Risk in Ontario (COSSARO). It is unacceptable for elected officials to have the discretion to remove species from protection lists after scientists have presented robust, evidence-based recommendations.

Redefining key terms such as “species” and “habitat” in ways that contradict decades of scientific research threatens the integrity of ecosystem protection. Scientific consensus is clear: protecting species without safeguarding their habitats is ineffective. Narrowing the definition of habitat, as proposed, would effectively dismantle existing protections. COSSARO has the expertise and data to support the current legal definitions, and we should be strengthening—not bypassing—science-based decision-making.

The introduction of special economic zones that override environmental protections without public consultation is deeply concerning. In today’s world, we need more transparency and public engagement, not expedited processes that sideline democratic discourse.

This bill also stifles Canadian innovation by clinging to outdated development models. A sustainable, green economy requires infrastructure that works in harmony with ecosystems. Bill 5 undermines emerging Canadian businesses and leadership in environmental stewardship by perpetuating failed approaches.

For these reasons, I strongly oppose Bill 5, proposed changes to the Endangered Species Act, 2007, and to the newly introduced Species Conservation Act.
