Green roofs only apply to buildings over 2000m2 in my jurisdiction. Over the cost of a large building it's not going to break a budget. It is critical we keep them for the following reasons:
Our cities are getting hotter and Urban Heat Island Effect (UHIE) needs to be mitigated - green roofs do this. Green roofs reduced the temperature of cities dealing with UHIE a couple degrees, according to many studies. This in turn, reduces energy use and is more cost effective for building operational costs. This may even save lives.
Green roofs improve the quality of our air by filtering pollutants critical to the health of occupants of cities.
Green roofs are a storm water management strategy which is needed as we have more extreme weather patterns.
Green roofs allow for biodiversity in cities helping with bird and insect populations.
There are beneficial psychological effects of usable green roofs.
I really think it would be a mistake to eliminate the Green Roof requirements, especially in urban environments.
