For projects that are operating or have been awarded contracts the regulations need to be strictly enforced and ways of overcoming deficiencies that affect human health need to be properly addressed. They should also be subject to 2013 noise regulations, not older ones especially when upgrades are made in the same way the Ontario Building Code kicks in when renovations are made to buildings.
Also the noise levels need to have hard limits and not be averaged so that slow wind times allow a turbine to continue to operate when it has high noise levels when it is producing electricity.
