It would make sense if policy as per the suggested topics/chapters is created as Provincial policy as part of the Provincial Planning Statement. That would leave municipal official plans as a set of map schedules only that calibrate land use designations to local geography. Official Plan Amendments would then only be necessary to change a parcel of land from one designation to another in accordance with Provincial policy, as needed and appropriate. This makes sense given that the Provincial planning system is stated to be top down as per Planning Act and Provincial Planning Statement direction on this.
