The Ford government has created many foolish laws but this ranks up near the top for being poorly conceived and defeats the purpose of reducing congestion. Bicycles for commuters take up much less space than cars so taking people out of cars and onto bikes reduces cars on roads and traffic flows more smoothly. Improving public transit achieves the same goal. The worst move is removing speed cameras - crashes caused by speeders hold up more cars than bike lanes do. Let municipalities make decisions best for their communities.
