This bill is not going to do what it says it wants. It will not reduce traffic congestion. The proven way to reduce traffic congestions is two-fold.
1) Get more people walking, cycling, and taking public transportation instead of driving. That results in fewer people driving cars and therefore less congestion. Do this with more bike lanes, designated bus and streetcar lanes, more frequent rail/bus/subway/streetcar service.
2) Make driving more expensive. Once again, you will reduce the number of people driving cars. Do this by Increasing parking lot fees and instituting a toll for cars entering Toronto at rush hour. This money can be used to support more bike lanes and public transit.
In recent years, changes like these have greatly improved cities like New York, London and Paris.
