Although I am generally impressed with the discussion paper, I am concerned that nothing is said about the maintenance of northern highways during the winter months. This is an ongoing issue which presents another significant threat to health and safety and contributes to frequent closures. In addition to improvements to infrastructure, the strategy should include mechanisms to ensure that the highways are maintained to a standard that minimizes delays and the risk of harm to the travelling public.
