If they build it they will come! Both for cars, and for bike lanes. If you maintain/build more car lanes, traffic and parking will only get worse. If you build bike lanes (including reducing car lanes to accommodate) and make them safe with barriers, more people will bike, thus reducing parking requirements and reducing congestion.
