To ensure local planning integrity, Oakville recommends that increased provincial oversight, such as mandatory reporting and authority to mandate landowner agreements, be aligned with municipal planning frameworks. Specifically, the Town requests:
• clear criteria for when the Minister may impose agreements or require reporting
• defined timelines for any required municipal actions
• a transparent, binding dispute-resolution process
• standardized rules for the content, format, and negotiation timelines of landowner agreements related to TOC projects
• a mandatory municipal consultation step before the TOC Advisory Panel finalizes recommendations to the Minister
