If traffic congestion is a major source of pollution, then yes, we should reduce it. But I believe the way to do it is by encouraging people to use alternate modes of transportation, including riding a bike. People are more likely to do that when the city has good biking infrastructure. By placing constraints on the creation of bike lanes, we’re moving backward on that front and further away from significant environmental impact that would come from having less cars on the road
