This is a terrible policy. It will make people less safe and even you know that it won't actually help with congestion. This is so backwards and wrong-headed at a time when your government should be investing in cycling and mass transit infrastructure, not continuing to pander to the dying and deadly car culture. Not to mention that it's super undemocratic and a huge overreach into municipal governments' mandates.
