The Transition provisions should allow direct municipal control for hydro-electric projects currently under or recently completed construction for serious issues such as public safety. For example to limit when a dangerous facility can operate.
Municipalities require such control to manage liabilities they would suffer as a result of public safety not being adequately addressed during the environmental assessment process.
