I have been reviewing past and current postings related to this site and offer the following comments and concerns.

This site had a previous ECA which expired on December 1 2023. The ECA clearly stated that no waste shall be spread on the site after this date without renewal of the ECA. There was no renewal application posted on the registry until November 2025 which would mean the site was not legally in operation from December 1 2023 to the date of the current posting on the registry.
The site was used regularly during this period. It was clearly visible to see trucks entering and spreading on the field during this non compliant period. It was clearly visible to the MECP that this site was being used during this no compliant period. I'm sure company records (if there are any) would confirm that the operator was operating this business during that period.

My concern is why the MECP is considering a renewal to this ECA without first investigating these past non compliant occurrences. Clearly the legal obligations of the ECA have been ignored. Absolutely no consideration should be given to this current renewal application without a thorough investigation into this operators non compliant use of this site.
