I am writing to express concern regarding the proposed expansion of the NRK Holdings Inc. excess soil site on Concession Road B-C.

This road is not designed to support a significant increase in heavy truck traffic. Doubling daily tonnage, expanding intake beyond Ontario, and extending operating hours will fundamentally change the character and safety of this corridor. Increased truck volume raises real concerns about road wear, visibility, turning safety, and the risk of collisions for our children, cyclists, farm equipment, and school transportation that already rely on this route.

I am particularly concerned about cumulative impacts rather than just compliance on paper. Increased dust, debris, and noise over longer hours can directly affect nearby homes, livestock, and quality of life. Dust migration and runoff also pose potential risks to private well water, which many rural residents depend on and must personally maintain and test.

Expanding on-site storage and broadening the geographic source of material increases uncertainty around soil quality and oversight. Even with regulations in place, enforcement is often reactive rather than preventative, leaving nearby residents to bear the consequences if issues arise.

Before any approval is considered, I urge the Ministry to require a thorough, independent assessment of traffic safety, road capacity, groundwater risk, and long-term monitoring, along with clear limits that reflect the rural setting and existing infrastructure. The scale of this proposed expansion appears disproportionate to the location and surrounding land use.
