It is my opinion that there are concerns for surface water and groundwater run-off contamination within the subject lands and surrounding lands and landowner activities. The area is recognized as a Significant Groundwater Recharge Area within a Highly Vulnerable Aquifer that must be placed into protection and measures taken to mitigate the threats to the municipality.

The natural buffer between the work area or treatment area and the wetland portion at the rear or northern portion of the subject land is not adequate and poses a risk to further contaminate the local watershed while causing increased degradation and further displace native flora and fauna species through noise, air and water pollution. It is likely that an increased amount of road mortality will occur during peak periods of unmonitored, excessive traffic volume. With a broader absence of traffic enforcement in the area, pedestrian users are put at risk due to a lack of sidewalks or sufficient road width to safely separate both user types on the municipal roadway. There cannot be an assumption placed on the fact nearby residents will choose not to enjoy a public right-of-way.

Another concern is the increased level of off-gassing during high temperature and/or humidity and the open air treatment of waste material combined with an influx in carbon monoxide pollution that will cause discomfort to existing nearby residents who will have their lifestyles impacted caused by the lack of enjoyment in their neighbourhood.

Consideration should be put towards the potential of disease outbreak with the excessive pooling of stagnant contaminated water sources onsite and will further impact existing sensitive ecosystems and place a dangerous risk to human health in the region.

This proposal does not outline, or information is unavailable, the outcome of processed material or the "finished product" and how it will be stored then separated within the property. It is also unknown whether the finished treatment of material will be removed from the site or be made available to industry for repurposing elsewhere.

For the reasons explained above, it is my recommendation that the current use of the subject land shall remain unchanged.
