Halton Region staff appreciate the opportunity to review and provide comments on two provincially initiated applications to amend the Parkway Belt West Plan and the Plan’s associated Minister’s Zoning Order for lands municipally known as 2084, 2344, 2460, and 2482 Dundas Street (the “Subject Lands”) in the City of Burlington, which is currently posted for commenting under ERO Notice #026-0165 (the “Notice”).

Halton Region staff acknowledges that the Ministry of Municipal Affairs and Housing (MMAH) has deemed the Subject Lands as surplus to government needs and the applications will facilitate the future disposition of the lands by the Ministry. It is further acknowledged that the permitted uses would remain subject to the City of Burlington’s Official Plan and Zoning By-law, as well as any future development on the lands requiring approval from the City.

Based on the information presented in the Notice, Halton Region staff have no objections to the proposed amendments; however, it is noted that the Subject Lands are adjacent to a Regional corridor referred to as Dundas Street Corridor. The Dundas Street Corridor is subject to Phase 3 of a planned Regional road improvement project that is anticipated to begin in late 2026. It is also noted that the Region is responsible for delivering and maintaining key regional infrastructure to support and enable local municipal growth. As such, any future changes to the land uses and development on the Subject Lands should align and give considerations to the timing and implementation of Regional infrastructure in the area.
