This is a bad idea that will result in municipalities having to take land as "park" that does not function as a park. It will also create a burden on tax payers 100%. Who will pay to repair "parks" when the encumbrances need servicing? You are also forcing municipalities to take parkland that they may not have otherwise, which means maintenance costs in perpetuity for lands that could be subpar. Tax payers will be on the hook for all these things, just to benefit deep pocketed developers looking of a solution to a short term problem of an economic downturn, which everybody is in. Very near sighted thinking on this one.
