I can not judge for the entire network, so I limit myself to the Ottawa stretch. I am mostly concerned about the route over the Airport Parkway. Unless the province is going to build a complete segregated path here, I don't think the province should dedicate this as a cycling route.
Traffic is very fast here and serious collisions happen regularly. There are plans being developed to twin the road to twice two lanes. Cycling along 80 km traffic is not something a tourist will enjoy. Most of the Ottawa cyclists avoid the Parkway other than the elite cyclists who want to put speed and kilometers in.
Instead I suggest using Saw Mill creek and find a connection to the south end of the city. There are many quiet paths and streets that are much safer to ride on a bike, in fact any other solution would be safer.
I don't know who has been recommending this stretch but no one in the right mind would take children there if bike holidays are the goal. It might not be a bad idea to get local cyclists involved in designing a route.
