The Town of Milton is encouraged by Bill 66 as proposed. It would provide a new economic development tool to facilitate job growth through key mixed-use developments in the Town. These key proposals are currently impeded by certain provisions of the Planning Act and other Acts (namely the 2017 Growth Plan). Town staff is currently reviewing the Bill in tandem with the proposed changes to the 2017 Growth Plan and will be reporting to our Council on February 11, 2019. A copy of this report will be forwarded to the Ministry which will include a fulsome description of the Town projects with would benefit from Bill 66.

To assist with our understanding of the proposed Bill, it would be helpful to receive clarification on the matters outlined below.

Definition of primary use and qualification of office uses
In the Ministry web site (https://ero.ontario.ca/notice/013-4239 ) the description of the proposed regulation indicates that permitted uses of land, buildings or structures that may be authorized by this tool includes uses such as manufacturing ,research and development, but not residential, commercial or retail as the primary use.

• What percentage of the use of development would constitute the definition as primary use?
