The proposed changes are regressive, not thoughtful, and will do the opposite of the intended goals. None of the proposals should be adopted.
Instead, to reach the intended goals:
Ban parking minimums in Ontario; let the market decide how much parking is required.
Tax parking spots to encourage better use of land
Up-zone entire urban areas to free developers of this burdensome process that is done property parcel by property parcel to get rid of single family housing zoning and allow for more intensive uses of land.
Charge congestion tolls on roads.
Get rid of all on-street parking; the public should not be subsidizing private vehicle storage.
Legislate the requirement for mixed use and mixed income (inclusionary zoning) neighbourhoods.
Invest more heavily in public transit (frequency, distribution, and speed).
Eliminate all fossil fuel subsidies.
