In regard to your request for comments:

1. Verification obligations should be removed for Voluntary Participants. I believe verification was only put in place in exchange for receiving emission allowances from the province. Given emission allowances are no longer issued, there seems little need for Verification of Voluntary Participants.

2. As much as Ontario can harmonize with any Federal Government reporting on emissions, would be greatly appreciated! Duplication of reporting is very expensive for Ontario emitters.
