The proposed GHG items seem to focus on only a few select industries. Many industries not listed under your regulations/literature either manufacture or use chemicals that are potent green house gases.
For example: many companies manufacture/use chlorofluorocarbons (CFCs) & hydrofluorocarbons (HFCs) for cooling; electrical equipment suppliers use sulfur hexafluoride (SF6) as an insulating gas, etc. These gases are very potent GH gases (some thousands of times more potent than CO2) yet the manufacturers/users of such products are excluded from your literature.
It is essential the largest contributors to GHG emissions be included in your regulations to have a meaningful impact on reducing emissions.
