As a professional planner, I am incredibly disappointed at this legislation. To echo the many councillors, advocates and community members I have heard on this issue, it must be said again: This works against the goals of IZ.
The Province needs to include the following in order for the legislation to achieve its goal:
- At least 10% need to be affordable
- They need to be permanently affordable and certainly longer than a 30 year time span
- IZ should not be an either/or with other community benefits
Please look to successful precedents around the world. They are many. This legislation does not represent the public good. As it stands it is a monument to developer lobbying and concessions to the point of losing any effectiveness.
Housing is a very real crisis - it is not too late to salvage this legislation with a major overhaul.
