The new regulations are woefully inadequate and will not create the inclusive communities for which we are working. The proposed regulations leave the main force to a market-driven housing development sector, which will continue to drive prices up (and unrelated to actual costs).

As a worker in the mental health housing sector I am horrified by the dire housing situations of many people who remain on the increasingly long wait list for subsidized housing as well as those who have not yet made it to the lists.
As a professional planner, I am incredibly disappointed at this legislation. To echo the many councillors, advocates and community members I have heard on this issue, it must be said again: This works against the goals of IZ.
There are many positive measures in this legislation. Much ultimately remains with the plans and by-laws that cities adopt, and so it would be useful for the legislation to have stronger provisions in this area.
I would like to see the government partner more with non profit organizations to build a multifaceted community space. What I mean is to give more options to residents who lives there community.

The regulations on Inclusionary Zoning are hugely disappointing after the promise of the I.Z legislation, Contrary to U.S. experience in effective I.Z., developers contribute 10 to 20% (vs only 5%) for affordable units in exchange for benefits.

I am concerned by the current draft inclusionary zoning regulations. Many parts of Ontario are experiencing housing shortages, skyrocketing housing prices and increasing levels of homelessness. Implementing inclusionary zoning properly is one strategy to address some of these concerns.
