Given that we don't seem to be able to get you to shut down the nuclear option, I think we should at least have a plan in place which would match or exceed the best-practices in other countries. I realize that the best we could hope for would be some level of harm reduction, but it would be better than nothing.
It is ridiculous to assume that we cannot possibly have a serious accident. There are human beings and computers involved in our nuclear sites, and I've worked with both!
I am particularly concerned about water supplies. I've read enough history to know that the veneer of civilization is very thin, and it would not take much to create complete chaos.
Spend it now, or spend way more later. You could probably cover the cost by stopping the refurbishment of one of the sites.
