A critical part of an emission reduction plan is a Polluter Pay component. Either all or part of the revenue from a "Refundable Polluter Pay" program must be returned to Ontario households. It can be determined if part of the revenue be applied to emission reduction projects but part MUST be Refundable Polluter Pay returned to Ontario households.
Emission reduction targets must be dramatically increased to 45% emission reduction by 2030 (11 years) according to what the science is telling us is necessary to avoid the 1.5 degree rise--above pre-industrial levels--in global surface temperature to avoid unstoppable warming. This is the warning from the Intergovernmental Panel on Climate Change (IPCC) scientists' report, Oct 2018. The Paris Agreement is an agreement among politicians, not scientists, and is WAY TOO LOW. Following the Paris Agreement will result in 3 degree C warming.
