Hi:
In my day to day operation as a Planning Consultant in the Province of Ontario I have noticed over the years that consultation with the CA Authority to discuss planning and other related application were done in the past at no cost. Now every application pays a fee for consultation and review sometime more that one fee. I understand the Conservation Authorities need money since the Province and the affected Municipalities are reluctant to pay more for the services.
To make the Conservation Authorizes more efficient and concentration on matters that are relevant to flooding, erosion , loss of Habitat, water supply, etc. I would suggest that not every application has to be consider by the CA staff.
Application for properties outside the regulated area should not be subject to CA review and fees.
Application for Minor Variances should not be subject to review and fees unless they have a direct impact on the Conservation Authority mandate and regulations.
Consent applications should not be subject to review and fees unless they have a direct impact on the Conservation Authority mandate and regulations.

There should be clear guidelines on what application should be circulated by the Municipality, Region or County for review by the CA.
Municipal, Region or County staff should be able to decide which application need CA Circulation and comments.
