A new storm outfall ( SWM pond outlet , storm sewer outlet, roadside ditch outlet ) to a natural heritage feature ( watercourse, ravine, Lakes, wetland etc.) requires an ECA from MECP as per Ontario regulation 525/98 and Ontario Water Resource Act. However, Conservation Authority regulation also requires a permit for the same work. Conservation Authority should review and approve the outfall design as commenting agency prior to submission of the ECA application to MECP. The proposed changes should revoke the CA's existing regulation so that no additional permit will be required for storm outfall.
