As noted previously, this is an opportunity to provide CA's with a focused, limited scope of responsibility. There are several overlapping government related jurisdictions literally in the same business of "protecting" person and property from hazards, acquiring and managing land and open spaces, reviewing and regulating development, public education, acquiring and spending public tax money, implementing internationally led land use control policies and directions and, developing and implementing specific controls and programs. All of which leads to confusion, jurisdictional squabbling, additional time, additional policing, additional cost.
Unfortunately, what has been allowed to happen over the past decade or so is equivalent to opening up the candy shop to hoards of children having no supervision, guidance, control and obligation. Obviously the tax payers pocket is treated like a candy shop and a variety of government agencies and authorities behave like uncontrolled children.
Any dispassionate review of environmental rules and regulation allowed to proliferate at the municipal, County, Regional, Provincial and Federal levels will result in a kaleidoscope like moving map of multitudinous agencies scrambling to kneel at the tax-funded alter of environmental correctness.
Since various levels of governments have effectively enslaved our grand children with debts and the average citizen is uniquely uninterested, I doubt this review will result in anything substantive in terms of the sheer number of agencies, rules, regulations and their required financing through various forms of taxation.
In the amazing race to assign blame, point fingers and accuse each sub-sector of our population of practicing some sort of phobia or advantage we have lost our sense of common interest, obligation and purpose.
